While quantitative measures help understand the extent of change towards gender equality and to ending child, early and forced marriage and unions (CEFMU), qualitative indicators can provide additional insight on the processes of change, and more information on how gender-transformative change happens and the meaning behind the numbers. The purpose of this report, Qualitative Indicators and Approaches for assessing progress on Ending Child, Early and Forced Marriage and Unions, is to outline qualitative indicators and approaches to monitoring, to help programmes:

  • learn from their work
  • understand if programmes are progressing
    towards aspired outcomes and impact
  • provide opportunities to adjust or adapt
    programmes to changing realities
